There's always someone that's more aggressive and submissive in a couple. Somehow it blends well after you guys get along and such. Which part are you taking?
If you want to get to know him, talk to him.
It's the best way, you might end up disvovering things about him that you may or you may not like.

just say hi. then talk a little more next time. and let a friendship develop. then the guy will be more confident in making a move.

I WOULD NOT make the first move. I think if he is not man enough to make that move, then I wouldn't want to be with him anyway. I don't like shy wimping guys.
