I mean what exactly does a higher voltage do different??

oh, and jeeper_peeper321, I've been hit a cpl times with a high-power electric fence and it DOES stun you man.....really, really good.

I'm a police officer and carry Tazer. The highest Tazer voltage out there that we use is 50,000 volts which isn't available to the public. But I may be mistaken, but I'm pretty sure 950,000 volts will kill a person.

But anyway, a higher voltage like you said is more potent. A higher voltage is:
Several times more painful (Trust me, I was shot by the Tazer as part of the training process. They don't just tickle, it will be the worst type of pain you can EVER feel)
It will make them knock them to ground very quickly, they will be doing the 'funky chicken' on the ground while being tazed
The person being tazed will be down longer, will take them a bit longer to get up
It also tenses up the person more (Tenses up the muscles), with some lower voltages people can fight their way through them. Because the muscle tension caused wasn't very strong and don't stop them from moving.
Higher voltage immoblizies the person quickly and efficiently.

In the United states right now, there are just TWO, only two stun guns that actualy work.
