When something comes to light, it appears, or manifests itself. In other words, that something is the subject of the sentence.

When you bring something to light, then you manifest it, disclose it or reveal it. In such a case, the thing concerned is the object of the sentence.

The difference is one of grammar.

Examples: We have been looking hard, but the lost money has not yet come to light.

The picture remained a mystery for years, but recently a famous historian brought it to light as being one of Lady Jane Grey.

It has come to light that the conditions at Walter Reed Medical Center are totally unacceptable.

The meaning is pretty much the same......come to light is more general, bring to light involves a person....but not always. Hope this helps !
