A psychiatrist is a physician and has a medical education, a medical degree and a medical license. A psychiatrist can make a diagnosis for all mental health disorders. A psychiatrist can prescribe. Some still actually provide therapy.
A psychologist has a postgrad doctoral degree (PhD) in some area of psychology. A psychologist can diagnose a psychological disorder. A psychologist cannot prescribe. A psychologist provides the bulk of the psychological therapy that psychiatry used to.
FYI: A "doctorate" degree is a PhD, EdD, etc. but is NOT a medical degree.

As many others have said, a psychiatrist is an MD who has completed specialized training in the treatment of mental disorders and can prescribe medications. In the present insurance scheme, they routinely only see patients for around 15 minutes to monitor medications and to give prescriptions then turn the non-medication treatment over to psychotherapists--LMFTs, LCSWs, and sometimes psychologiss--for the balance of treatment.
Psychologists have a doctorate in psychology. In some states, we are allowed to prescribe medications for psychiatric conditions under the supervision of a psychiatrist, which is like the prescription privileges that Licensed Nurse Practitioners and PACs have, except that we write only for psychiatric meds. Psychologists tend to specialize more in psych testing and neuropsychological evaluations rather than in doing "talk therapy" because these cannot be done by LMFTs, LPCs and LCSWs who are Masters-level clinicians. Some psychologists also do psychotherapy though. Many do evaluations for court-related issues. Some are "forensic psychologists", who specialize in working with the criminal justice system. There is a wide variety of specializations that psychologists can enter, some of which do not involve direct patient contact.
