If you're expressing your needs, you're going to have to talk about your needs---what you want. The best way to do that is through "I" statements (I guess, out of the options you offer). I don't see how choice b would have anything to do with it at all, and c clearly wouldn't accomplish your goals. And most people don't have to hear about your needs, so have some consideration for the neighbors, and don't go for d.

A - use the phrase I at the beginning of the statement and try not to blame the other person, because then they will get defensive and nothing good will come of it.
