There are a few ways to tell.
You can ask them. That could be risky because they may not love you, or they may lie.
You can see the way they treat you. If they put your needs and concerns ahead of others, they probably care for you. If they put your needs and concerns ahead of their own (at least part of the time) they love you.
If they stick by you and want to be with you even when things aren't peachy-keen, they probably care a lot about you.
The problem with guessing like this is that it won't always tell you if someone loves you like a friend or loves you like a romantic interest (plus friendship). Kissing can usually make that distinction. If you're romantic, you're most likely kissing sometimes. If not, you have a good friend who cares about you.
Time is also is a good way to determine whether it's just "cares about you" or "loves you". The longer someone cares about you and shows it, the more likely it is that they not only care about you but love you.
The most important thing to remember: someone who loves you will not do something to hurt you, or hurt your feelings unless they absolutely must, or have made a mistake. And if they make a mistake, they shouldn't make mistakes often---that's not a mistake, that's making excuses.

Well.. if that person is female, then you need to work extra hard to find it out coz they are so capable of making complicated guestures and signals. The reason: They never want you to find out what they think.
Solution: Stop guessing and either ask youself or ask through someone that she might trust and tell the truth to. Good Luck.

I have the same problem myself, but that's because I'm quite convinced it's impossible to love me, somewhere deep inside my head (working on it.) Still, here's a clue: Actions speak louder than words. If they treat you like you're precious, they're there for you, they're affectionate and consider you in major and minor decisons... yes, they love you.

Do they tell you you look fat in those pants.
Do they tell you that your cooking was really bad.?
Does he respect your family even tho he thinks they are crazy.
Does he let you drive his car.?
Have you ever bought anything for him to wear and no matter what it looks like does he wear it. ?
Does he like your cat.?
