As far as I know none of Italian cities have sunflowers growing in their inside. On the other hand all their outskirts are generally showing rows of fields completely covered by sunflowers.

Generally, cities or urban areas of Italy do not grow sunflowers. However in most parts of Tuscany, and Assisi there are sunflower fields as far as the eye can see, and they are absolutely beautiful. If you are going to Italy, visit Assisi if you can.

In my region Marche you can see yellow hills in summer, almost everywhere. But not in the cities, at least you can find some to the flower shops.
