Question

there are three systems to register cars in a city.the lisence plates are awarded according to systems No.1:-ABC-123 or XYZ-890 and so on
No.2:-AB-1234 or XY-7863 and so on
No.3:-A-12345 or z-9837 and so on
but there are certain conditions. 1.only capital letters can be used
2.no number can be completely zero i.e. A- 0000
what you have to find is that under which systems the registratoin autharity will register most cars .
also give reason for your answer

I would say no 3 because the possibilities of pairing up the numbers, (withouth all zeros) are greater than the possibilities of pairing up alphas. So the more numbers in the plates, the more possibilities there are.
