I can't feel it through my chest often. The only time I feel it is when Im active. Should I be able to feel my heartbeat at all times?

You are fine. You may have a rather thick muscle layer over your chest. Take your pulse and see what it feels like. Try it after activity also. If it is faint in your wrists and/or ankles after running in place or something, then it might not be a bad idea to contact a doctor.

However; if you barely feel it at rest, you probaly have a very healthy heart that is not laboring or working hard at rest which is a GREAT thing.
