Well mutual masterbation (counting masterbation in front of one another as this) is a step farther then just masterbation but I know alot of kids around that age that are just straight up having sex (don't go for that until you're "ready"). there is no real "norm" as far as sex goes to be honest so many teens to different things at different times if you don't feel bad about it and he doesn't feel bad about it and you're not getting yourself knocked up don't worry about it =)
