Anyone is qualified to APPLY as the other one above me stated. but not everyone is qualified to RECIEVE citizenship.
Osama Bin Ladin can Apply if he wants. I won't hold my breath for him getting it though.
Any child of a US Citizen (Civilian or Military, Living or Dead) automatically has US citizenship as well.
HOWEVER:
in order to claim that citizenship you would have to provide proof of parentage. In your case you would have to prove your father was a US citizen

It depends on where the children is born in. If a US veteran had sex with a Korean Woman, and the woman went to US and had her baby there, then the baby automaticly qualifies for US citizenship. The same is true if the baby is born on any US Naval Vessel. However, if the baby is born on Korean soil, then the mother would have to prove conclusively that the baby is indeed that of a US servicemen using DNA sempling for the baby to qualify for US citizenship.
