Well, I suppose I shouldn't really be answering this question, as I don't believe in a "God" but I'll throw in my two cents anyway. (I believe that there are forces at work in the world, but nothing defined).
Everything can't be good all the time. Suffering happens - that's the way of things. Without evil there can't be good. I'm not saying that murdering/raping children is okay. I find it infinitely sad that people can do such things to each other. But they do, and all anyone can do is try to be a good person and treat others with respect, and try to help those in need.

The deaths and sufferings of these children may look unfortunate, grossly, and horrific. But we don't know what happens next into their life after their death. The Bible says that God loves children most.
Let's look at it in a broader perspective.
When God created this earth..it was perfect. That time there was no rapist, murderer, etc. which means sufferings are not part of His plan.
When the evil desire from Lucifer sprouted, and Adam and Eve took part of it, only then these sufferings are happening.
Will God just leave it a mess like that? He has another plan. He sent His only Son, took the form of a man and died on the cross that who ever believes in Jesus will be part of God's ORIGINAL PLAN FOR THIS EARTH, the new heavens and new earth.
Now, God is calling you, brother, to be converted and share the gospel to those murderers, rapist, greedy, corrupts, etc. so that innocent children will be spared as victims.

Because an omnipotent God cannot create a morally free person that is incapable of choosing to sin. Thus, persons choose to do evil. Sometimes this evil is overt, like rape, murder, etc. Other times this evil is inadvertent, such as when we (each of us) ignore the world's problems with hunger, genocide, etc., instead of doing something about it.
God does not desire us to suffer in this world. That we do in fact suffer does not make God uncaring, it makes us all guilty.

with all due respect, God does not allow so many chidren to starve or be raped and murdered. that is not a part of His plan and to support that statement is jeremiah 29:11 which states that "for I know the plans I have for you, plans to prosper you and not to hram you, plans to give you hope and a future."
all things work together for good. what is happening to us today is a product of who we are yesterday, most in particular on the decisions that we made for we are being shaped by that. god gave us the free will and it is actually up to us on how to use it.
god is good. his love endures forever. he did not create humans for us to suffer but for us to see life the way he made it and that is one good reason whay he gave his one and only son jesus christ to save us from our sins, to save us from eternal damnation, and to see life the way he made it.

Have you never read the bible?
The things that happen to children are far better then how this God treated them.
Exodus 11:5 And all the firstborn in the land of Egypt shall die, from the firstborn of Pharaoh that sitteth upon his throne, even unto the firstborn of the maidservant that is behind the mill; and all the firstborn of beasts. (GOD KILLS ALL FIRSTBORNS)
2 Kings 2:23 - 24 And he went up from thence unto Bethel: and as he was going up by the way, there came forth little children out of the city, and mocked him, and said unto him, Go up, thou bald head; go up, thou bald head. And he turned back, and looked on them, and cursed them in the name of the LORD. And there came forth two she bears out of the wood, and tare forty and two children of them. (GOD KILLS 42 CHILDREN)
Revelation 2:23 And I will kill her children with death. (JESUS KILLS CHILDREN)

Sin of mankind is the reason for this. Put the blame where you want, but sin is the reason and God gave us free choice, that is why it is allowed, because mankind chooses to sin. God is not willing that any should perish, but that all should come to repentance.

He doesn't want to deprive the rapists and murderers of their free will...
Of course, some will blame satan... is god unwilling or unable to stop him, or just doesn't know about it?
