& what top three rates would you recommend for a female?

I was in the navy for 4 years and only spent 4 days on the ship. I was an AT so that was an accident. I am also a female. Some Aircraft do not go to sea. If you want to work on aircraft, try to get P3's. Like someone else said If you don't want to go to sea your whole enlistment, join the air force. if you are going to do 20yrs, then you will be on a sea to shore rotation just like everyone else based on your rank. My husband works on Aircraft that deploys to Bahrain, no actual boat time. His just worked out that way.

Any of the several Construction ratings
Most all Ratings in the navy Can be on a ship from time to time though several are confined to only carriers and other large ships that have departments not found on smaller ships.
for example the LN mentioned above can be found on carriers but not on a cruiser or destroyer. same with an MC. Carriers have an entire television studio. smaller ships will have a little closed circuit TV system for playing movies, and no need of an MC.
all ships will have an HM or two aboard but only carriers and Hospital ships have full blown medical departments.

as to IS's. they too get assigned to ships for specific missions but are not part of regular crew (except on carriers and command ships like USS Blue Ridge which have fully staffed Inteligence departments)

Bottom line is this...

If you dont want to go to sea. Join the Army or Air Force.

CTI is the only rating that will never be PCS Afloat, save the SeaBee ratings.

HOWEVER. ALL Ratings will deploy, and many will deploy on a ship. especially CTI.

Your line scores detremine what Ratings you are eligible for, but overall, there are few slots open to women. Most fo the tradtional ratings(YN, PS, HM) are currently completely closed and will remain so for a while

The rate that is most likely to have shore duty is the rate that is not in the Navy.

Personnelman (PN), Yeoman (YN), and probably Hospitalman.

Probably the best rate would be in a band as well if you play a musical instrument. Another would be Photographer's Mate.

Shore Patrol, Construction Battalion (CB's). That's all I can think of.
