In regards to scholarship, the best way it to contact AusAID.
For PhD, you will need to apply to the uni with your research proposal. The uni will then try to find if there are anyone in the uni that has interest or expertise in your area of research. If they do, then you will be offered a place.
If you are applying scholarship thru AusAID, they will help you find the uni.
