can you buy a place in a foreign country and live there permanent without being a citizen of that country?

Depends on the country. Some only allow citizens to buy property, (there are several countries in the Caribbean with this law) and others will let anyone with money buy property.

You can get a Permanent Resident visa for many foreign countries without becoming a citizen of that country.
Buying property is not a pre-requisit for a visa status. (the Immigration office and Real Estate office are in different buildings)

PS. Buying the Brooklyn Bridge from a guy in a New York pub does not guarentee you a Green Card - LOL
