Take a look at http://kall8.tollfree2.com to get a low cost 800 number. Basically, it costs you $2 to setup a 800 number and costs $2 a month. There are no minimums so this is much better than paying $75 for a business line with local phone companies or paying for minutes you never use with other 800 companies.
Kall8 800 numbers have a lot of included features. One of them I like is that you can have the 800 number show up on the caller id of your phone you forward the calls to. This allows you to manage two numbers on one phone line because you can identify if the caller is calling your 800 number. That can save you money because you don't need a dedicated line for the 800 number. The people calling your 800 number will not get your personal voicemail if you don't pick up because the 800 number comes with its own free voicemail.
It has a lot of features worth checking out like being able to recieve faxes.

I'm no phone technician, but I would guess you would call the phone company.
