Shouldn't the whole policy be based on needs? Such as Women with kids must come before the males. Shouldn't people from war torn countries whom have been displaced with no place to call home be considered in more of a dire need than those from a war free country ?

There is no policy. If you are referring to the hispanics who have taken over this country. Most of them are illegals and don't pay Federal or State taxes. The businesses in this Country are so corupted that they don't care about what it is costing this Country by hiring people at low wages. The illegals can accept these low wages becauses there are no taxes taken out of their pay. To the other part of your question,
I agress that it should be based on need and there are many people who are in desperate need to escape their homelands and not flooding this country out greed.

Immigration should be based on the needs of the nation allowing the immigrant entry- which is pretty much the policy all countries follow for their mainstream immigration policies.

Special humanitarian allowances should be allowed for the scenerios you mention, and it should be done based on percentage basis shared amongst peaceful nations to absorb the displaced- If this had been done for jews in WWII, then allot of innocent lives could have been saved.

We should have a balanced mix of immigrants but first, and foremost, most immigration should be an enhancement to our economy. We need to have a mix that includes educated people so we do not only receive people who will be taking from social services rather than adding to our tax base. There should also be a fair mix of people from all countries, not just those nearby. There are allowances in the system for refugees, but maybe even this needs to be increased. However, I believe the most important consideration is immigrants who benefit our country overall, rather than just immigrants that we can give benefit to.

Life can be cruel, and if you were born and raised in a cruel country, then that was Gods plan for whatever reason, and I do always thank God I was born here in the US, but we cannot open the doors to everyone that does not like their country, there has to be rules and regulations and limits. I am not saying to close the doors, but there has to be limits, for everyone else and the priority for the ones born here.

Immigration should be based on the needs of the nation. We need scientists (like Albert Einstein), not bean-counters from Mexico to suck up our welfare and bring their MS13 gangs into our country.

I think it depends on the people that are coming. What's the point of being in a rich country when the rest of your family is away??

Yeah it should be that way, unfortunately, the government doesn't feel that way and lets those who are illegal get first pick.
