You cannot bring a lighter in carry on baggage however you can bring the cigarrettes in carry-on. You are able to put both in checked luggage.

"All lighters are prohibited as carry-on items. Lighters without fuel are permitted in checked baggage. Lighters with fuel are prohibited in checked baggage, unless they adhere to DOT exemptions, which allow up to two fueled lighters if properly enclosed in a DOT approved case. If you are uncertain as to whether your lighter is prohibited, please refrain from bringing it to the airport."

Edit:
"Strike-anywhere Matches - Up to 4 books of safety (non-strike anywhere) matches are permitted as carry-on items, but all matches are prohibited in checked baggage."

No restrictions on cigarettes.

You are not allowed to bring any lighters in your carry on luggage. As far as your checked luggage if they are unfueled they are allowed and you are allowed to travel with two zippo lighters if the are stored in a DOT approved case. For the complete regulations see the link below:

Rule of thumb: in case you do not choose it in the process the flight, %. it jointly with your examine in bags. maximum I save on is a e book/newspaper. much less worry that way. i've got seen snort heads save in this great bag and attempt to stuff it interior the overhead! and that they don't touch it till they land!
