exploration of ones genitals is very normal, ignore it but monitor, it should not be something she continues to do for a long period of time, if she is doing it in the company of others she is old enough to be told that it is not a suitable thing to be doing when other people are around

Sounds so familiar, my boss approached me one day asking the same thing, he was mortified. Its normal, but let her know that that is an inappropriate behaviour to do in front of others and to do such things in her own room with privacy. Do not add extra attention to her when she is doing it, soon enough she will stop.

It is normal for a child to explore his/her body - have a talk with her, let her know that this is something that should be done in private.
