i could only explain "ä" and "ö" but not "õ" (nor "ü").... Sorry.

The girl says the letter somewhere around 45-48th second into the clip.

I am not an Estonian speaker but I do have a copy of "Lyall's Guide to 25 Languages of Europe" (by Archibald Lyall - Pyramid Books -1971) which says that it is "a peculiar Estonian sound which is somewhere between the u in jug and ur in fur."

The "Teach Yourself Series" also has a book and cassette tape available on Estonian where you could hear the sound. Most of the larger book stores carry the Teach Yourself Series.
