Tell him that you want to invite him over for an after school snack- wear a bikini swim suit and feed him jell-o shots from your naval. If he successfully enjoys this, I suggest having a formal, romantic dinner date with him- perhaps family night at Pizza Hut would be ideal?

writing a short not with your phone number is a very good way to go about things. If nothing comes of it then neither of yuo hve to go through the whole rejection process. If we wnats he can take it from there.

The best way is to say to him "so, when are you going to ask me out", either tell him, a note, etc. this way you are leaving it up to him and he feels better about it.

you should tell his friends that you like him (because personally, I think it's better for his friends to tell him that a girl likes him than for you to just pop up and say that you like him--it might freak him out)
he'll probably like you too once he hears that you like him
and if he's not shy, he'll ask you out
if not, you make the first move
don't be shy to make the first move just because you're a girl
