If social security is their only income, then they don't have to file. If they have other income also, then they might have to, depending on the amount and the source of the other income.

This year they should at least file a 1040EZ-T if they are not filing a tax return. This will get them a $40 refund of telephone excise tax. The form is very simple, only about half a page, and can be downloaded at irs.gov

If they only draw social security and have no other income they probably don't have to file. A single person can make up to $25,000 but I'm not sure how much it is for 2 people.

ss income is not taxable, savings interest may be if it's over the amount......
