I've started cooking not long ago; This is why I don't know much. Anyways, I've boiled some water and added onions, salt, pepper, garlic, and chicken breast. would it be safe if I drank the water? What happens to the germs in the chicken?

You're not going to kill all the bacteria (you'd need a pressure cooker and an autoclave) but the USDA recommends cooking chicken to 165 F, so if you go to that you should be alright. I've drank chicken broth before, and I'm still here. Make sure to boil for at least five minutes to get it all.

If you put the chicken(some dark meat makes good stock) in COLD water along with some onions,celery.carrots, a little garlic and some salt & pepper, Let if boil and the reduce the heat and let it simmer for about 30-45 minutes, you should have a nice chicken stock that is delicious to drink.

Yes you can.. Its called Chicken stock or broth, you can add veggies and drink it like a soup.
Usually it is made by boiling the leftovers, such as the bones and skin (same process for different types of stock) and has vegetables such as onions, carrots a celery added for extra flavour.
As long as it has been boiled all the bacteria is killed, when cooling it, put it straight into a fridge or freezer, and if reheating make sure it is boiled again.

Yes it would be safe. You basically have described chicken broth. You would be able to eat it like a chicken soup because it is. The boiling process would have killed the germs in the raw chicken. I am not sure how tasty it would be...it would depend on how well the flavors have combined and reduced.

What you made, had you taken the chicken out of the liquid, is a nice chicken broth, the onions were a nice addition as onions are full of flavour. But I digress, yes the broth you made is perfectly okay to drink as long as you did bring the liquid to a rolling boil which will kill off all the nasty bacteria. try adding your broth to other recipes in place of water. I'm not sure how old your baby is but, there is no reason not to give your baby watered down juice after six months old. If you give only water now, what are the chances they will only drink water when they grow up? Offer a variety of juices and water. I mash potatoes for my babies, adding milk. I'm not sure about the chocolate pudding--I wouldn't think that would be appropriate till they are a little older.

Yes, that's how chicken broth is made, that is what you are making. Just make sure the chicken is cooked thoroughly. It's the heat that kills the germs.

Yeah, it's called chicken broth, and it's perfectly safe to drink assuming you cooked your chicken thoroughly.
I'd strain it first to get the scum/mushed onions/etc. out of it. You can either used a colander or (even better) is cheese cloth.
