EVERY TIME I INSTALL SOMETHING...THE WINDOWS THAT COME UP DURING THE INSTALLATION ARE CUT OFF. I HAVE TRIED CHANGING FONTS AND THEMES AND NONE OF THAT WORKS. AND THE WINDOW WILL NOT LET ME RESIZE IT. DOES ANYONE KNOW HOW TO SOLVE THIS PROBLEM.

Sounds like a resolution problem.
Right click your desktop and select Properties. Click on the Settings tab and move the screen resolution slider bar to the right. Click Apply, and accept the settings if you can read the text. If you cant see the text, just wait for about 15 seconds and your settings will revert.
It may ask you to reboot.
The slider bar may not go any farther to the right. This means that your video card is not designed to display at a higher resolution, or you dont have the proper drivers installed for your video card. In that case you will have to download and install the correct drivers.
Oh yeah, in case you didn't know, typing in all caps is shouting.
