This really depends on the following circumstances.
Why do you like her? Do you KNOW her, or just have a crush on her. - Basically does she know you exsist?
If not then try to have a conversation with her to get to know her. You already said your nervous- so if you share a class with her listen in to what she talks about in class, to find a common interest or something you can add to the conversation. Or if you know any of her friends get to know them so you when you meet her it isn't so akward.
If this is the situtaion it might take time to get to know her to before you can make your move especially if your scared to approach her now
Are you two already friends? This can be tricky
IF you already friends then I HAVE to ask - has she given you any inclinations that she might be interested in you?
If she hasn't given you a clue that she likes you and you push for it you can ruin your friendship.
But if she has given you some clues then start with something simple like a movie you both might be interested in. maybe in a group setting so she doens't feel so nervous just being you two.
No matter what if she is interested she will respond. If she isn't you will know that too. And sometimes it takes girls going with other guys to realize why your different.

My advice is hurry up and get the nerves. If she turns you down oh well. There are plenty of girls out there that are single. But if she's the one for you and you don't step up then its your loss. If your lucky maybe she'll be the one to make the moves. But I think you should really step up.

It's a matter of woulda, shoulda ,coulda. I was shy in my school years and not confident about girls. What I can tell you is if you don't play, you can't win. Did you ever wounder how that idiot dude got hooked up with that really hot girl? He stepped up to the plate and just did it. People love to be admired. Let her know you are interested. As an example,Say listen ( name) I can't live with myself if i never told you i like you. Then the ball is in her court. Good luck.

You snooze you lose, take advantage of any opportunity. The worst thing that could happen is that she says "no," then you take her off your list and move onto one of the other 3 billion women on this planet.
