I would stay away from shops on the strip in general. They may not all be bad, but they are expensive.

Honestly, I have heard numerous nightmare stories about tattoo parlors in Vegas. If you live in that area, do some research. If you are going there on vacation and want to get tattooed while there, I would steer clear. When getting tattooed, you want to go to a quality shop somewhere near you. When you get tattooed, most artists want you to come back for a follow up when the tatt has healed (at least all of the artists I have used have wanted that). In going back for a follow up, the artist will check the integrity of the ink and how it has held up throughout the healing process. Tattooing is not a perfect science. When you are getting tattooed, you bleed, your skin gets irritated and red - sometimes an artist can miss a spot or forget to do a highlight. This is the reason for the follow-up appointment - they want to check their work and make any additions/corrections that are needed.
Further, tattoo shops in "tourist towns" or hot vacation spots, often inflate their prices unreasonably just because they know that people generally are more spontaneous in making decisions.
But, to REALLY answer your question, I have heard and read some pretty good things about "Skin Factory Tattoo" in Vegas. I have listed their website below and FYI their website states that you get a free consultation and 10% off your tatt if you mention that you saw them online.

i got my bellybutton done,and my hubby got his tattoo done in this place called Dragon tattos im not sure where its at though.I think its by the hilton.:) anyplace by the strip is VERY expensive,but there are alot of good ones.Look around
