just burn the files to cd thru windows media player and get a cda file. if you need exactly cda format for a use, just copy the files from a written cd- the easiest way

if you want to just burn wav files to a cd, then use Windows Media Player or Nero or Easy CD Creator or Sonic or the burning program that came with your pc to burn the wavs to an audio cd.

you can convert you .wav to .mp3 using FREERIP http://www.download.com/FreeRip/3000-2140_4-10596544.html?tag=lst-0-1 then burn your files using NERO choose MUSIC then AUDIO CD.
