Well, it depends on the relationship. If you've been intimate, something that you can both enjoy like massage oils, or maybe even a toy could be fun.
If you're not intimate and you're more the sentimental type, you could always do a photoframe of you guys.
Other than that, I find that the best gifts are things that mean something to you guys as a couple, that other people might not understand. Think along the lines of an inside joke, or a great date you had, that kind of thing.

* make him something or do something for him--cooking, painting, whatever
* tickets to some kind of sports event or show? i'm not sure how much that would cost though
* a gift certificate to his favorite restaurant, to the movies, to his favorite store
* MUSIC--if he's into music, he'll love an iTunes gift card, CD's, or even a gift certificate to a music store
* if he plays an instrument, go for accesories for that (ex-guitar you could get a tab book, a stand, a tuner, a string winder, etc.)
* something special and vintage --if he's into music, an old record; sports, a signed ball or old baseball cards, etc.
you can modify these too---if it's a birthday gift, anniversary, whatever. good luck and just be creative!!

no, im joking. But really...i think that you should really see what type of things he's into.
Does he like basketball? look on e-bay for signed basketballs.
Do you guys have a cute inside joke? try to find something relating to it.
The main thing is just to make sure this is a personalised gift...and that you actually took time into picking it out. If he loves you then I'm 100% there is nothing you could get him he would absolutely HATE...so...happy shopping!
