Yes, generally cortisone will help red, irritated skin. But it depends on what made it irritated. For example, cortisone won't cure poison oak/ivy.

I think may be your best bet is to call your local pharmacy, and ask the pharmacist, they or your GP would be best to answer this since you do not know what the cause of the irritation is for sure. You wouldn't want the possible side effect of the cortisone treatment if you don't have a cortisone treatable irritation.

Yes it is, but maybe you have something else. Is it itchy? Maybe it could be a fungus and you can buy Lotrimin, but if it is not itchy, try a calming cream, like the ones they sell in CVS for Sarna, and dry skin due to eczema.
