Thrush is a common complaint in many parrots. This is definitely a problem for your vet. If the inside of the mouth wasn't sore and irritated it could be that the bird perceives you as a threat. Opened beak, and hissing is a defensive thing in birds.

Are you sure the water bottle is working if you have a water bottle, an open beak is a sign of thirst as well as heat. Birds pant to get rid of excess heat. Infections also cause redness. The beak should not be open.

take him to the vet, I had a parakeet who did that when he would get hot and we would spray him with a mister bottle, but you don't want to risk anything with birds their bodies are very sensitive.

i had on of those once and boy could he whistle!! in fact he put my dog to sleep he whistled so much.

i would take him to vet and have him checked.
and be sure to change his food and water every day and keep his yard clean. he will whistle for you.
