It means that if everyone sought retribution for every wrong committed against them, (hence, the eye for an eye) the whole world would end up blind, because we are always hurting someone.

Example: If someone steals from you you should cut their hand off. (eye for an eye) So if everyone went around seeking revenge the world would suffer. So if you took an "eye" everytime someone wronged you everyone in the world would eventually be missing one or both eyes.

If everybody goes around punishing for every wrong committed nobody ever benefits and most of the time more harm is done than the harn trying to be resolved is really worth.

it means two wrongs dont make a right.
if we all did to someone what was done to us, there would be a never ending cycle of torment.

revenge only makes us forget what the real problem is. we even end up getting our revenge not knowing why we wanted it in the first place. we are blinded by our goal to get vengeance.
