It means no swimwear, no t-shirts, no tank tops, no silppers.
(I think at an outdoor Luau, I might risk Bermuda shorts. But no shorts indoors.)
Aloha wear is always appropriate at a Luau.

In Hawaii, "Upscale Wear" at a Luau means you tuck your Aloha shirt in and wear Khakis with nice sandals.
I have showed up for dinner at Roy's Hawaii wearing Aloha shirt and Sandals and never had a problem!

Tasteful aloha wear. Try something by Reyn Spooner, Tori Richards, Or Hilo Hattie's Resort line. Slacks for the men and a dress for the ladies. No loud splashy prints. Relax, and enjoy the experience.
