I think you mean "Utopia"
I think the first requirement of a Utopia is to ensure that everyone has the opportunity to make a decent living. Everyone would have to be guaranteed a job, because any society that had homelessness is a far cry from Utopia!

i've done many of projects like this.
you're missing the bigger picture
utopias can not exist because everyone is not the same
even though you can meet a majority of people willing to work toward a common goal, there is always one person who's views will conflict (a.k.a the bad guy)
i mean you could always exclude someone.
