Well, I am not sure. When I answer questions, sometimes I do have questions about the question. Especially the questions about medications, I find it necessary to ask how long they have been on the medication, etc. But I do not JUST ask a question. I do not answer unless I have some information for the person.
It would help if some people would make their questions clearer. I have given advice on the laws that I know about and find out later the person is not writing from the U.S. Or they ask if something is normal as far as health and do not mention their general age. Some things are not normal in young people but can be expected in older people.

Answering a question with a question is a psychological tool, used to induce you to answer your own question with the correct answer.
For instance, if you asked, "Why do people lie", I might ask, "Why do YOU lie". If you thought about the reasons that you might tell a lie, you could come to the conclusion that people might lie for those same reasons.
That was a simplistic example, but sometimes, we miss simple connections that we would not have missed, had we asked ourselves the next question. Some people supply that next question for us.

I think people ask the questions for clarification to make sure they're answering your question to the best of their ability...unless they're being a smart@$$, and then I agree with your statement of it being rude and disrespectful. It's also a sign of immaturity.

i think it is sometimes legitimate.
maybe you are trying to get the questioner to see another point of view. it can be an effective rhetorical tool.

maybe they don't wanna answer the original question so they try and deflect it back to you. it is a bit annoying and if they don't wanna answer they should just say so. i wouldn't take it too seriously
