this could be happening for a number of reasons. did you install anything recently? what about windows updates? those are notorious for sodding things up. do this:

shut down your computer.
wait about five seconds and turn it back on.
pay close attention now... right after the post/bios screen goes black, press the F8 key immediately and hold it until you see some windows boot options. the post/bios screen is that screen that might detect your hard drives and count up your RAM (memory) depending on what kind and how its configured.

ok so you have some options to boot normally, in safe mode, command line... choose safe mode.

this is going to take a while to boot because it's skipping drivers and loading a safe version.

after it finishes loading, you have two options. you can just restart it and see if booting in safe mode corrected whatever the problem was or you can go to start, run and type in MSCONFIG. once you do that, click on the startup tab. don't worry about anything else just yet. there, you'll see a bunch of programs that load and run in the background or in the system tray when you start your computer. you can go through and disable them all, re-enabling them one by one as you reboot to see if one of these programs or a conflict between two programs is causing your issue. if none of this works, you may just need to get a professional to look at it.

Are you saying it hangs and you have to stop IE from running? Looks like you have an issue with either a virus or a corrupted browser. There may be unwanted programs all trying to start and load at once. Hard to tell since there's no mention of which version of IE or which O/S you are running. Would also help to know if any error messages pop-up and when this started happening. You may want to take this thing to an expert.
