Muslims are suppose to live in peace and tranquility and help everyone as long as they are not oppressing them.

yes they can. i dont know where it says it, but the muslims believe that no matter what religion people are equal, i think, i wouldnt know, never paid attention in world history. but i am either rite, or mistaking it with some other religion. oh well glad to help

allowed to help anyone. we follow the prophets example. he helped everyone. we should especially help our neighbors. and i believe we get reward. its a good deed.

put it this way...

prophet muhammad visits his neighbour (who isn't muslim) helps random people outside the city walls (who are barbaric pagans) and escort (ESCORT) his enemies who admits defeat in battles to safety...
