Does it say somewhere in the Bible that Jesus was "most high" over the earth or any reference to being "most high?"

I'm not sure in what context you mean "most high" but if you mean given all authority in heaven and on earth, you will find those references here: (Heb 2:8; Matt 28:18; 1Pet 3:22; Col 2:9-10),

There are also verses that describe His divine nature, His role in creation, His being the "first and the last", etc.
