how about like on the side walk do you need a license then is it legal

If you only ride on private property with permission from the owner you do not need a license.
If you ride ANYWHERE (including the roadside) that is qualified as the street or highway, you need a license.
And, if you ride on private property you need permission from the owner or at least have tacit permission (such as the owner being a friend).

No if you don't take it on the road, but you'll need a registration for the bike. Riding on the sidewalk is not a good idea.
