barren lands...+..water supply..????

can anyone suggest places in south india...where...we have..cheap land as well as a good supply of water...the land might be barren...but thn..shud hav a good source of....water..the water may be..saline...!!..also..fwd. the source..plz!!

Economically speaking, there really isn't such a thing as cheap barren land with a fresh water supply, because the land would increase in value due to having water on it.

The best saline water would be in the Indian Ocean...
