Well since you put the term "mandatory" in there then no. If you can get the charges reduced then that'd be the only way. However that's up to the prosecutor and probably the only way to get him to reduce would be to have a plea bargain.

Not if the person has already been convicted.

The only way to change the actual law is to lobby to have it reduced but if a person has already been convicted, even if the law were changed, the new change would not apply.

An attorney can make a motion for this (i forget what it is called) but it's unlikely.
