Whole wheat flour is heavier than regular flour and will effect how well your desserts rise (if they are baked) and the texture will be coarser due to the whole grain being used instead of sifting it out. However, I would think the nutritional boost would be worth the extra effort of using whole wheat flour.

Slightly. It's mostly the taste that is affected, not the flavor or mouthfeel or anything like that. However, the difference is very subtle, and most of the time doesn't matter. As for churros, I think you're supposed to use wheat flour, so it wouldn't matter, although if you're supposed to use regular, it probably won't make a huge diiference,

Whole wheat flour is senser and goes farther. My rule is for every 1cup of wht flour called for, use 3/4 cup. The flavor is heartier and, well, more nutrious tasting. The dish can be heavier and the color can be affected as well. In desserts, the sweetness can be understated from the flour.
