When you physically cant move quickly, you have to be absolutely damn certain that you are going to have enough time to get across the road without having to rush, even if the light is in your favour..

I know what you're talking about. I've seen that too. It could be for various reasons.
1) confusion or
2) just waiting for light to turn in their favor

In Alzheimer's the person will just stand there until somebody comes to guide them across the street. An Alzheimer's patient will do that in front of the refrigerator door. They will open the door and just stand there looking or just staring.

When you see an elderly person doing that and you're just walking by it wouldn't be a bad idea to see if they are alright. Talk to them. Gently of course. That person may be having a different kind of problem. Who knows, but if you can check with them then help them if you can.

thus alot of manic drivers are out there, thus it takes them longer to cross the street safely.
