The "gratuity" is already the tip. Don't make the mistake of tipping again, even if the delivery person stands there with their hand out, etc. Sadly, it's an old trick - and you shouldn't fall for it. 18% is darned high for service that you haven't had the chance to judge for yourself. Over-tipping is the sign of a novice and it's wasted money because it seldom makes the service actually any better. You're smart to ask about this before you get stung!

Definitely not... that's already being billed to you! But I would stay at a different hotel.. room service prices are normally higher than the dining room to begin with, so to add a 'delivery charge' as well as a compulsory gratuity is just a rip off! I hope you're on an expense account and not paying this out of your own pocket!
But even if you are being reimbursed, it's an inflated cost being charged to a business who is going to be writing it off, so the real person being gouged is the poor taxpayer who doesn't get the luxury of staying in a hotel and ordering room service.

No, I do not think a tip is necessary is they have already added an 18% tip. I think 18% is a pretty good tip. They may divide the 18% tips of all the room service orders among all the servers, but they are still getting an 18% tip.

I usually do. Most people in jobs such as waitressing and such only make 2.13 an hour! These people depend on there tips to buy there babies diapers or help them get through school. Some people just had bad luck in the past and do not have much of an option, but to work for tips. If they are friendly and helpful than, yes, I would give them a bit extra. I was a waitress once and struggling to pay bills and buy food for my family, so I understand how importent these tips are to them. And believe it or not they will probably not get all of the 18% as most people think. Most of the time they must split the tips at the end of the shift with many others, leaving them with less than you think.

The 18% and $2 are not delivery charges or gratuities, they're part of the cost of the food.
(I know what they TELL you, but that doesn't make it correct.)
If you had a choice in the matter, then you could call it a gratuity.

Yeah. The $18 you paid for a poached egg wasn't enough. Give the guy an extra $12 and make it an even $30.
