Trying to choose between Western Caribbean on Royal Caribbean and Mexican Riviera on Holland America.

I know that 5 star is the best but with resorts the ratings are based on certain things like renovations, etc. I want to know why Royal Caribbean's cruise to Caribbean from Galveston is just a 3 star and hollandamerica's Western Riviera is a 4 and a half star. I've been on HA's ships and food, etc. was great, so was cabin. why is RC so much lower?

That RCC boat is prob an older boat and prob has been around much longer than the other one your looking at that could possibley be the reason or it could be cause the over all boat itself is just not as nice. Many newer RCC boats are 5 stars it just really depends on the boat but if i was you i would go with holland america this time!
