Yes, limewire is always illegal. Limewire is illegal because not only do they charge a one-time fee rather than per song, but becuase the money dos not go to the artists and creators of the software.

I'm guessing you mean the payment of $20 for Limewire PRO. And the answer is yes, if you are downloading material for which you have not paid for the right to use.
When you pay that $20, you ARE paying the creators of Limewire for the upgraded service. You are NOT paying the people who own the copyrights to the information you are downloading.

LimeWire itself is not illegal, regardless of if you paid or not. The files on LimeWire, however, are a different story. Since users share the files themselves and there is no central server, LimeWire is legal. Most of the files are not.
