You can sneak into a Honda Civic, Honda Civic Si (maybe) or the Honda Fit.
The Civic Si is the only one that will put hair on chest. You would be hard pressed to keep the price at $20000 though. The biggest benefit is a 197hp motor, and excellent reliability and resale.
A Mazda3 S would fit into your description, as would a Scion TC (with or without the TRD supercharger).
It is unfortunately hard to find fuel economy and machismo in one car. If I had $20000 or so I would look at a used car.

03/04 Subaru WRX
They have proven to be reliable and hold their values. An 04/05 Mustang GT or Pontiac GTO would probably be in your price range, but reliability and resale are suspect. Unfortunately the above do not meet the good fuel economy requirements. Either get a new 4 banger with not a lot of personality, or an older car with lots of personality and poor mpg.

Nissan Altima 2.5S. Great mileage, comfortable ride, lots of room, practical to own and nice looking to boot. Five star safety too. It might be a touch over $20K for a 2007, but it's the most car for the money out there today.

Can't have everything at once. You'll have to balance your choices.
Hybrids are ideal at city driving... getting one could double your fuel economy vs. a regular car.

I'd go with a Subaru Impreza. I drive one, it's very safe, gets good mileage, and it's great for winter weather.

consider buying a small truck like a chevy s-10. they get great gas mileage and you can throw your stuff in the back.
