Neither. HK is a special administrative region under China. For example, The Olympics accepts teams from both HK & China. HK has it's own currency, own stamps and HK is self governing, of course with China looking over it's shoulder. This "One Country Two Systems" is a baby of Deng Xiao Peng, Father of Modern China (I think that's the term). HK also has it's own voting system for it's own government.

Hong Kong is part of China. It was formerly under British rules but handed over to Mainland China. Eventhough Hong Kong is part of China but they have different set of administrative.
The mentality of the Hong Kongers and the Mainland Chinese also differs. The Chinese thinking are about 20 years behind the Hong Kongers. Many Hong Kong residents try to disassociate themselves from the Mainland Chinese and most do not like them.
