well, I'll guess to show my age here, and maybe this question would be more appropriate for entertainment section, but to cut a rug with someone was typically used when two parties danced on a dance floor, more often used in jazz and swing dance, the term "cut a rug" was also popular in the late fifties nd early sixties, buddy holly era.

If you're not with someone else, then most likely you are actually cutting the rug... "literally". I'm not sure what context you heard it in but it used to mean dancing with a partner back in the old days.
