I agree that you can't make someone do something. Don't know you're age or situation, but why not just take the initiative and move it up in steps.
You talk a little now, so at the end of your next conversation, just say, "I really enjoy talking to you. Would you like to get some coffee? (or a drink or a soda)
If there's an interest on their part, they'll accept and go, or, if its an inconvenient time, they might suggest another time. If he says he can't go, just ask, "When would be convenient for you?"
That puts him on the spot to answer. If he makes some lame excuse like, I don't know, I'll have to call you (or check my calendar), then figure the interest isn't mutual and he might not call. If that's the case, leave the friendship where it is - just talking a little, and find someone else.

I think the real question is: Why NOT ask him yourself? If you're not comfortable with him on a 'friend' level enough to have an honest and open interlude into a relationship, do you really think an actual DATE with even deeper emotional attachments is wise?
Perhaps you should get more comfortable with your crush on a personal level until you reach the point where bringing up an offer for more formal dating on your own isn't a problem. Heck, chances are by befriending and getting to no this fellow casually, it might encourage HIM to ask you out!

Considering this question is coming from a guy, I say why don't you find out if this guy you like is gay or not. If he is, lucky you! You should drop hints. If he's still not getting it, then just ask him out yourself. It won't kill you.

Most likely he has no interest in you. You are either a babbling air head or you are religious and want to save yourself for marriage. Make yourself more marketable to him. How? Walk up to him and ask for sex.

Be yourself. Try not to get all jittery. Well, you could do something mysterious. Write a secret love letters or something to track you down. Usually guys fall for that!!!!!!!!! :)
