How can I get my best friend to ask me out?

We've been friends ever since around 2001 but I started to like him in the summer of 2003. He went to college a year later and I haven't seen him since but we kept in touch by aim and email. He told me that he is gonna come back home for my prom in May, so he can go with me cause he really wants to go and spend the weekend with me. We've been through so much in the past and when ever the chance comes up to ask me out he gets too nervous and i dont know what to do cause if i tell him im giving up on him he says that I shouldnt give up and we should just wait and see what happens. He tells me that he knows we'll be together soon, but i dont know if i should believe him. Why isn't he askin me out?
